Moldovan President considers that new level of responsible dialogue with Russia on settlement of transnistrian conflict is looming


Moldovan President Vladimir Voronin considers that it is necessary to be more decisive and particular in Moldova's European integration efforts. He said it on Friday at a traditional reception for the representatives of the diplomatic corps, accredited in Chisinau.

"When we say that at the given stage and in accordance with the Moldova-EU Action Plan it is the first stage of Moldova's legal and economic modernization, it does not already mean that we lower our ambitions' level. On the contrary, our country, our society and our citizens must achieve in the near time the four freedoms, which determine the European's high attractiveness", Voronin said.

He declared that Chisinau will not put up with such disfavors of the European neighborhood, which arouse for Moldovan citizens and the Moldovan business after Romania's and Bulgaria's joining the EU.

"We shall be glad with more sincerity about the successes of our Western neighbors, when Moldovan citizens will have the same migration rights, as the citizens of the neighboring Romania. If the European Union perceives no problem in the fact that four million of our citizens are not able to enjoy European freedoms, if they have Romanian passports, I think we shall be in the position to find arguments for the EU to solve the problem of this four million on the basis of the Moldovan citizenship", Voronin stressed, bearing in mind the abrupt increase in the number of the Moldovan citizens, wishing to receive the Romanian citizenship.

Alongside with it he remarked that Moldova must and can modernize its migration policy, as well, and to speed up the solution of the issue of the asymmetric trade between the Republic of Moldova and the European Union.

At the same time, he expressed gratitude to the European Union and to the donor countries for their decision to increase financial assistance for Moldova.

"This considerable bonus, our country received, is already an advance assistance for the sake of our future changes, but it is also the evidence of the crediting solvency of our policy, vote of confidence to Moldova's course for the European modernization", the President underlined.

He also underscored the U. S. Government's decision, which considered it possible to include Moldova in the list of the countries which are able to efficiently use assistance on the part of the Millennium Challenge Corporation.

It is really a new page in the history of relations between Moldova and international financial institutions and organizations, which is not darkened with any crushing terms of past credits and the employees' corruption, Voronin said.

The Moldovan President remarked that such trend was outlined after his meeting with Russian President Vladimir Putin in August 8, 2006. Vladimir Voronin stated with satisfaction that despite all the fears and phobias, Russia declares its stern commitment to Moldova's territorial integrity.

It seems to me that owing to efforts by all the mediators and observers, the Transnistrian problem was transferred into a certain "illuminated zone" and we must not lose this possibility to use this situation for terminating the conflict once and for all, so the Transnistria should receive a just status supported by the society and Moldova itself should acquire at last the stance of a free, joint and democratic state", Voronin said.

He also underscored support on the part of the world community in the settlement of the Transnistrian conflict. In the President's opinion, the EU Border Assistance Mission on the Moldovan-Ukrainian border contributes to it.

Today Moldova declares firmly that it controls its customs territory and the Transnistrian business is inculcated within the legal field of the Moldovan national legislation. The expansion of the negotiation format, the active participation of the EU and the USA transforms the settlement of the Transnistrian conflict into the entire world community's serious ambition", Voronin underlined.

Speaking about the problems of the year 2006, the President hinted to difficulties, aroused after the introduction of Russia's ban on Moldovan wine imports, but preferred not to speak directly about this problem, which is currently at the settlement stage.

"All of You, Misters Diplomats, were witnesses of the fact how complicated and non-trivial were the problems faced by Moldova in 2006. The normative of the state competitiveness was made several times more difficult within several weeks in this part of Europe and it was seemed that Moldova could not simply meet this unexpected challenge. But it happened otherwise", Voronin remarked.

According to him, these were the real conditions for forming a genuine state immunity, civil responsibility and real terms of reference in taking decisions.

"I made this conclusion exclusively proceeding from the results of our country's and our national economy's overcoming the exclusively tough requirements in the European modernization sphere, new market situation of energy carriers and in the sphere of the international trade. It is not so easy for the territorially divided country, which is on the crossroad of the mightiest geopolitical influences, to achieve simultaneously success and to maintain stability and to preserve its independence at the same time. Bit, nevertheless, it is so", Voronin underlined.

In his opinion, "unpredicted difficulties were left in the past and the time of constructive creative work came.

Voronin parlando all’ annuale ricevimento dei corpi diplomatici accreditati in Moldova , ha dichiarato che la Moldova deve spingere con maggior decisione verso l’integrazione con l’EU , la quale deve passare attraverso una modernizzazione della vita economica e legale del Paese , mantenendo sempre ben fermo lo scopo finale che è quello di riuscire ad arrivare alle 4 libertà garantite dall’ EU e che la rendono attraente .

La Moldova continuerà a lottare contro i disagi che il suo popolo e i suoi uomini d’affari dovranno sopportare da quando i suoi vicini e partner commerciali Bulgaria e Romania sono entrati in EU ed allo stesso tempo siamo felici per il successo che essi hanno ottenuto , sperando che il medesimo successo possano avere i Moldavi .

Se la EU non percepisce come un problema che 4 milioni di moldavi per poter godere delle libertà che l’EU stessa garantisce devono avere il passaporto Rumeno , noi dovremmo portare avanti la posizione per cui sia possibile godere di tali diritti anche sulla base della cittadinanza Moldava .

Ha poi ringraziato l’EU per gli aiuti finanziari concessi nell’ambito della politica Neightbour ..
