Il 15 gennaio la Rada Suprema ha approvato il decreto di Poroshenko su tre tappe della mobilitazione parziale. La prima tappa è iniziata il 20 gennaio.

In a CNN interview broadcast on February 1, Obama said he thinks Russia has been interfering in Ukraine partly because President Vladimir Putin was "caught off balance" by embattled Ukrainian President Viktor Yanukovych "fleeing after we had brokered a deal to transition power in Ukraine."

Speaking in Beijing on February 2, Russian Foreign Minister Sergei Lavrov said Obama's remarks were "proof that from the very beginning, the United States was involved in the anti-government coup that Obama neutrally described as a 'power transition'."

Armare o non armare l’Ucraina?

Ormai se ne parla su entrambe le sponde dell’Atlantico. Negli Stati Uniti l’idea di armare l’Ucraina si rafforza giorno dopo giorno nonostante l’amministrazione non abbia ancora preso una decisione, mentre in Europa i governi di Germania e Francia non sono gli unici a opporsi all’idea anche se il “no” non è più condiviso all’unanimità. Nel frattempo il presidente ucraino ha dichiarato nella giornata di martedì di non aver alcun dubbio che Europa e Stati Uniti armeranno presto il suo paese. Ma quali sono le tesi dei sostenitori e dei critici della consegna di armi all’Ucraina?

I contrari sottolineano che non può esistere una soluzione militare per questo conflitto, che bisogna dare tempo alla diplomazia nonostante un anno pieno di fallimenti e che è impossibile prevedere l’evoluzione e la durata della guerra. Quest’ultimo argomento è sicuramente il più forte, perché quando si partecipa a un conflitto, anche indirettamente, non lo si fa certamente per uscirne sconfitti. Dalla consegna di armi l’occidente potrebbe passare all’invio di tecnici per illustrarne il funzionamento, e alla fine Europa e Stati Uniti potrebbero addirittura ritrovarsi in guerra contro la Russia, riproponendo un effetto domino di cui è piena la storia.

Allo stesso tempo, però, anche i sostenitori dell’armamento dell’Ucraina hanno le loro buone ragioni. In questa crisi, spiegano, il più grande errore commesso dagli occidentali è stato quello di scartare pubblicamente l’idea di un sostegno militare all’Ucraina. Questo ha lasciato campo libero a Vladimir Putin, che è passato impunemente dall’annessione della Crimea alla creazione di un movimento secessionista nelle regioni orientali del paese.

Sull’orlo del fallimento economico e senza un vero esercito capace di tenere testa ai russi, l’Ucraina rischia di essere smembrata. Se gli Stati Uniti e l’Europa resteranno immobili non solo abbandoneranno un popolo che ha manifestato sotto la bandiera dell’Unione europea (Ue), ma permetteranno a Putin di imporre a tutti i paesi usciti dall’Urss una ricostruzione dell’impero russo.

È evidente che siamo di fronte a due tesi opposte, e la frattura potrebbe aprirsi non solo tra gli Stati Uniti e l’Unione ma anche all’interno della stessa Ue. È una prospettiva da evitare, perché non si può concedere una doppia vittoria a Putin. La scelta più saggia sarebbe quella di cercare una terza via: non rifiutare all’Ucraina i mezzi di cui ha bisogno per difendersi ma al contempo proporre un compromesso globale alla Russia.

Niente impedirebbe di dire a Putin che non può continuare impunemente con la sua aggressione e allo stesso tempo promettergli, in caso di cessazione delle ostilità, che l’Alleanza atlantica non si estenderà mai fino alle frontiere russe e che l’Ucraina e la Georgia, in una neutralità militare garantita a livello internazionale, diventeranno una sorta di ponte tra l’Unione europea e la Federazione russa, consentendo ai due pilastri del continente di avviare una collaborazione economica necessaria e vantaggiosa per tutti. A quel punto la decisione spetterebbe al presidente russo, che dovrebbe risponderne davanti alla sua opinione pubblica.
